Would anyone have a specific definition for a Minor Application or Major Application could be?

The answer of that depends does not sit well with Council I am told and so we are looking for something less vague.

Using Permitted vs Discretionary does not fit as it is typically on the scope or scale of the proposed project.

I would appreciate any comments you might have on this item.
